How do I activate my account?
Once you register, you will receive an e-mail with an activate button and a password. You username is the e-mail you used and the e-mail will also contain a temporary password.
When I try to sign in, I get a message that I have entered invalid details. What do I do?
This may be because you have saved information to autofill in your browser. In the sign on screen, click into user name and hit the Delete button. Follow the same procedure in when entering your password. This will clear out the saved information. If this does not work, try using a different web browser (Chrome, Firefox, Internet Explore).
I’m locked out of my account. What do I do?
Call or e-mail us so we can unlock your account. Sos.campaignfinance@sec.state.vt.us or 802-828-2363.
I need to amend my report. What do I do?
If you need to add transactions, you can go to Enter Contributions or Enter Expenditures to add those transactions. If you need to delete items, go to Amend Filed Reports on the left hand menu. Select the Reporting Period you want to amend. All the transactions you previously entered will appear. Select the transactions by click the box on the right hand side next to the transaction, then click delete at the bottom of the page. After you have deleted the transactions you need to, you can click on File Report to file the amended report.
The system won’t let me file a report for a previous reporting period. Why?
If you registered after the reporting date, the system won’t let you file a previous report. For instance, if you registered on July 25, you would not be allowed to file a July 15 report. Instead, you can file a report for the next reporting date. Then, at the next date, you can file an amended report that will include all of your information from the time you registered until the next date.
What is my username?
The user name is the e-mail you use to register. For PACs and Parties, the treasurer’s e-mail is the user name. For candidates, both the treasurer and the candidate e-mail can be used. Once you have activated the account, you can add more users to the account.

My report is blank. How do I enter in my transactions?
You have to enter transactions before clicking file report. On the left side menu, you can click on Enter Contributions or Enter Transactions. When you hit submit on a transaction, the system saves it and then allows you to enter another. Once you have entered all your transactions, you can then go to file report and see all of your saved transactions.
How do I get help in the system?
To get help, click on the red circle with the question mark on the top right of each page. Clicking on the circle will give instructions for that particular page. Also, a "how-to" video can be accessed by selecting "how-to" on the menu side of the page.

Do I have to identify who paid for campaign materials on the material?
Campaign materials (lawn signs, ads, mailings, etc.) must contain the name and mailing address of the person, candidate, PAC, or party that paid for the communication. Lapel stickers and buttons do not need to contain this information. 17 V.S.A. §2972

What are the reporting deadlines?
For 2016, the reporting dates are as follows: a) March 15 b) July 15 c) August 15 d) September 1 e) October 1 f) October 15 g) November 4 h) November 18 i) December 15 ("final report" due, if not previously filed)
As a candidate, when do I have to start reporting?
Candidates who spend or raise $500 must register with the Office of the Secretary of State within 10 days of doing so. 17 V.S.A. §2921
As a PAC, when do I have to start reporting?
PACs are required to register with the Office of the Secretary of State within 10 days of making expenditures of $1,000 or more and accepting contributions of $1,000 or more. 17 V.S.A. §2922
How do I submit reports?
All reports must be submitted online at campaignfinance.sec.state.vt.us.
Does a campaign finance report have to be current to the day that it is filed?
No. The law states that contributions received by 5 p.m. three days prior to a reporting deadline shall be reported on the next report. 17 V.S.A. §2863(b)(4)
How should a candidate handle a surplus in a campaign account?
The law prohibits candidates from converting any surplus to personal use. Candidates, however, may use these surplus funds to reduce personal campaign debts. 17 V.S.A. §22924. A candidate may contribute a surplus to a charity, another candidate, or a political party. If money remains in a campaign account, the candidate must continue to file reports on that account until it is closed.
As a candidate, I didn't spend or raise $500. Do I have to submit a report?
Candidates who do not reach the monetary threshold, must file a statement with the Office of the Secretary of State within 10 days of the election indicating that the threshold was not met. 17 V.S.A. §2966
Do candidates for local office have to file reports?
Yes, candidates for local office must file reports thirty days prior, ten days prior, and two weeks after the local election. Candidates must also file a final report within forty days after the local election, but this may be the report filed two weeks after the election. 17 V.S.A. §2968

What is a mass media report?
Any person who spends $500 or more on a mass media activity within 45 days of an election, must file a report. Mass media activities include TV, newspaper, and radio ads; mass mailings; mass electronic communications; literature drops; robo calls; and telephone banks. 17 V.S.A. §§2971, 2901(11)

How can a candidate correct an error on a prior report?
Candidates can file amended reports to correct any information on previously filed reports.
